gcloud scripts are common for automation, but they are typically imperative and can be difficult to keep idempotent and drift-free at scale. Reviews focus on command sequences rather than a clear desired state. While you can store scripts in a repo, guaranteeing consistent enforcement of regions, labels, Shared VPC, and CMEK across 15 microservices and three environments is harder than with a declarative IaC module approach.
Using REST APIs via curl is the lowest-level automation option and increases complexity: you must handle authentication, retries, ordering, and idempotency yourself. It’s difficult to standardize and enforce approved configurations across teams, and PR reviews are less meaningful because the desired end state is not clearly represented. This is generally not the recommended mechanism for reusable, governed infrastructure deployments.
Terraform modules with the Google Cloud provider are a best-practice IaC solution for reusable, versioned, PR-reviewed infrastructure. Modules can encode constraints (allowed regions), enforce required labels, reference Shared VPC networks/subnets, and configure CMEK where supported. Terraform’s plan/apply workflow supports review and controlled updates, making it well-suited to guaranteeing preapproved configurations across dev/staging/prod projects.
