Your fintech company is building a multi-environment landing zone with the following constraints: • The PCI-compliant Live tier and the Test/Sandbox tier must be completely isolated so that no network communication is possible between them. • Within each tier, services may need to communicate with each other. • A central network team must manage all networking artifacts (subnets, routes, firewall rules) from a single place per tier. • Each microservice must be billed separately for cost allocation and budgets. • Application teams need autonomy to create their compute resources (VMs, GKE clusters), but must not be able to create or modify networking resources. • The design must scale to support up to 1,000 microservices per tier. You need to propose a design that satisfies these requirements. What should you do?

Correct. Two Shared VPC host projects (one per tier) provide strong isolation by default because there is no implicit routing between projects. Shared VPC centralizes subnets, routes, and firewall management in the host project while allowing each microservice to live in its own service project for separate billing/budgets. App teams can create VMs/GKE in service projects without permissions to modify networking artifacts.
Incorrect. Making each microservice its own Shared VPC is an anti-pattern: Shared VPC is intended to share a single VPC from a host to many service projects, not to multiply hosts. It also fails the “single place per tier” networking management goal because you would manage subnets/routes/firewalls across hundreds or thousands of VPCs/host projects, creating operational overhead and quota complexity.
Incorrect. A single Shared VPC spanning both tiers relies on firewall rules/secure tags for isolation. That does not meet the requirement that no network communication is possible, because connectivity exists at the routing level and could be enabled by misconfiguration or overly broad rules. For PCI segmentation, best practice is separate networks/projects/folders to reduce blast radius and simplify compliance evidence.
Incorrect. Standalone VPC per project plus Network Connectivity Center hub creates a routed connectivity fabric. Even if you intend to block cross-tier traffic, the presence of a shared hub increases the risk of accidental route propagation or policy mistakes that could enable communication between Live and Test/Sandbox. It also violates the requirement for centralized management of networking artifacts from a single place per tier.
